Is there any reason that the BYP pin on the ISL6236A design is left floating?

We do not use it. It's a switch, which if, after the regulators are ON and the circuit connected to the LDO output needs more current (or you would like the circuit to be more efficient), you can deliver through the BYP. In our case, we only need a little bit of current from the LDO output (or none), so we do not need to connect the BYP.
