About same net labels

if you go into project options you can find your connection method, with hierachical setup you need to do it manually with lines on top sheet, but if you use global nets it will work as you intended!
its located in options " net Identifier scope"

Usually by default no, but they can be connected if some settings are changed. Very simple way to check if they are connected is to use navigator.
