Non plated holes with zero pad size

Good afternoon

I am trying to create a series of holes the example is 3mm not plated, I want to have no pad on the design just the hole, but require a solder resist clearance of say 3.2mm, these will be stored in my pvlib, I have attached a couple of screen shots of how I am trying to set it up, but it is not showing the resist, can anyone help

In the PCB editor, with a PCB design available to edit, use the menus Place>Pad, and place a pad. Tune the pad's settings to get what you want (use 3D view to confirm, etc.) Once you've achieved what you want, you can either use that directly in the design, or use those settings to create a similar hole in a footprint library.

Within the footprint library, the PCB isn't represented well.

Looks like in your first screenshot there is a small checkbox "Solder mask from the hole edge". Did you try that?
