Hi,
I was able to create footprints using the footprint wizard, but I cannot use anything from the Place menu, either to edit a footprint or even when starting one from scratch. No idea why, probably missing something simple but I cannot figure it out. Thanks for the help. I'm using Altium Designer 21.3.2.

UPDATE
Saw that some of the tools become active when choosing other layers, but with Top and Bottom everything is disabled.

Sorry, it was a licensing issue. Didn't realize I was using Altium Designer SE license (didn't even know what that was).
