If you can get Altium 16.1, I would definitely recommend it

It is not in 14.2 either. That's the latest I got on my computer, I just have been using 13 because it has been more stable. I will see with my boss, he probably still has 15 on his. I know he has 16 too, that has it.

Yes, I think, they added the table in later Altium version.

I would imagine it has been added in a later version. You can go around it by setting up different custom rules, it is just a bit messier and takes a bit more time.

I stumbled upon this 'Clearance Matrix' in the Altium documentation online. It looks like it would be something really practical and useful. It seems to be 'missing' from my Altium version 13.3, if I go to the exact same screen. See screenshots. Does anybody know how to bring it up, or why it is not there?
