I tryed how to make this cut off but i could not. Could somebody help me how to?

It is like this because of wave solder process.

In red is where i want to make the cut off. and i dont know how.

You can try to draw the slots on the mechanical layer which you use for your board profile (defining the shape of the board). Then select the board profile primitives together with the slot primitives and to Design - Board Shape - Define from selected object.

It is good to put a manufacturing note mentioning the slots.
