Altium 19 Questions

Hello everyone,
I'm in the process of test driving Altium 19

I have couple questions:

1) Seems cannot find option of [PCB Layer Pair ]

2) Does anyone had success with [ Title Bock & global parameters ] ?

1) I have attached images with information on where you can select layers pair.
However, i still have no luck with Title Box

2) Could you be more specific? I am not sure what you are trying to do.
