the icon "part propertie" is unhitched

I am new to training OrCAD and Allegro Essentials and I found a small problem, the icon "part propertie" is unhitched , same I tried to settle with all means I can not
Is there a solution that allows me to continue my course?

In the new OrCAD, part properties are in the right panel (you need to be in symbol library) - part properties panel is visible in your first picture.
