Hello everyone. Can we use this filter all circuit? And Why we used alu cap why not normally cap? And how to calculate these values?

When I was creating this filter I wanted to have high capacitance, high inductance, small footprints and cheap. The exact characteristic of filter was not exactly important - just a low pass filter which will fit my requirements from the first sentence.
To get exact characteristics, there are number of different simulators, but you may want to also consider parameters and properties of specific components. Very simple filter simulation is for example here: https://www.falstad.com/afilter/
