it means that there are pins (through holes) in the mounting hole connecting it to GND.
as seen in you image, they use it to connect PE to Signal GND.
it is used when you want to connect your board GND to a metal casing with a mounting hole. the top of the mounting hole is bare copper so it makes contact with the stud and the screw that is mounting it.
Also Worth mentioning, those little VIAs are there to support the mounting hole itself, and also the screws/nuts.

i always use only standard sizes, and fill out their name in symbol and footprint- makes it easier for me and Mechanics- and i thinbk it is the only acceptable way to do so.. just like making sure you have the right part number to each component
