Crossed blind vias?

I have been searching it online what exactly when the pcb fab you have crossed blind vias in your pcb design. I can't find any information searching it online.

Language/translations difficulty...
Did the PCB fab DO something or do you WANT them to do that?
"...crossed blind vias..." - no idea what that is.
Is there a picture or literal text?
If the PCB fab mentions something you do not understand, just ask them to clarify.
