Question About Your Board Stack Example - Why Blind VIA is Different Size?

Can you please tell me why the blind VIA in the example stackup you use is bigger in size than the micro vias?

The blind vias in the particular stackup are mechanically drilled and they can't be practically manufactured with as small hole diameter as the micro vias (laser drilled).
