You can use as default 0.6 mm for diameter and 0.3 mm hole size. If you want to learn more about vias you must look at welldoneblog.

Basically, you take minimum recommended cheap hole (usually 0.3mm) and minimum recommended cheap track width (often 0.15mm), that will make minimum recommended cheap VIA 0.3mm hole and 0.6mm pad size (calculated like: 0.15 ring on one side + 0.3 hole + 0.15 ring on other side of VIA).
